1.0 CALL TO ORDER and AGENDA
Council President Knodell called the meeting of the Local Control Commission to order at 9:33 PM on March 26, 2018.
1.01 Agenda
MOTION by Councilor Deane, SECOND by Councilor Roof, to approve the agenda with the amendment to consider the First Class Restaurant/Bar Liquor License and Outside Consumption Permit applications for Stonecutter Spirits as one.
DISCUSSION:
- Councilor Deane said Stonecutter Spirits is planning a tasting room adjacent to Folino’s Pizza with 75 seats inside and approximately 25 seats outside. Food will be served or patrons can go to Folino’s with their drinks. The neighbors did not have any concerns with the application.
VOTING: unanimous; motion carried.
2.0 CONSENT AGENDA
2.01 Amend/Adopt Agenda and Take Action as Indicated
2.02 2018-2019 First and Second Class Liquor License Renewals
2.03 2018-2019 Outside Consumption Permit Renewals
MOTION by Councilor Deane, SECOND by Councilor Roof, to adopt the Consent Agenda, Items 2.01 – 2.03, and take the actions indicated. VOTING: unanimous; motion carried.
3.0 DELIBERATIVE AGENDA
3.01 First Class Restaurant/Bar Liquor License Application (2017-2018): Stonecutter Spirits, LLC, 71 South Union Street
3.02 Outside Consumption Permit Application (2017-2018): Stonecutter Spirits, LLC, 71 South Union Street
MOTION by Councilor Deane, SECOND by Councilor Roof, to approve the 2017-2018 First Class Restaurant/Bar Liquor License Application and Outside Consumption Permit for Stonecutter Spirits, LLC, 71 South Union Street with the following conditions:
- All city permits need to be closed out
- Contingent upon Fire Marshall approval
- With all standard conditions
VOTING: unanimous; motion carried.
3.03 First Class Restaurant/Bar Liquor License Application (2017-2018): The Back Bar, 247 Main Street
MOTION by Councilor Deane, SECOND by Councilor Roof, to approve the First Class Restaurant/Bar Liquor License Application (2017-2018) for The Back Bar, 247 Main Street with the following conditions:
- All city permits need to be closed out
- Contingent upon Fire Marshall approval
- With all standard conditions
DISCUSSION:
- Councilor Deane explained there is a small area at the back of O’Brien’s Salon on Main Street where patrons can have a beer and a bite while waiting for a haircut.
VOTING: unanimous; motion carried.
3.04 Outside Consumption Permit Application (2018-2019): Bistro de Margot, 126 College Street
MOTION by Councilor Deane, SECOND by Councilor Roof, to approve the Outside Consumption Permit Application (2018-2019) for Bistro de Margot, 126 College Street, with the condition a fully executed license agreement between the City of Burlington and Bistro de Margot be in place.
DISCUSSION:
- Councilor Deane said the existing full serve restaurant is located across from Bennington Potters. The request is for four tables in an eight foot section of sidewalk outside the building.
VOTING: unanimous; motion carried.
3/05 Outside Consumption Permit Application (2018-2019): Shanty on the Shore, 181 Battery Street
MOTION by Councilor Deane, SECOND by Councilor Tracy, to approve the Outside Consumption Permit Application (2018-2019) for Shanty on the Shore, 181 Battery Street, with the condition all city permits need to be closed out by July 1, 2018. VOTING: unanimous; motion carried.
4.0 ADJOURNMENT
MOTION by Councilor Deane, SECOND by Councilor Roof, to adjourn the meeting. VOTING: unanimous; motion carried.
The Local Control Commission meeting was adjourned at 9:45 PM.
