1.0       CALL TO ORDER and AGENDA

Council President Knodell called the Local Control meeting to order at 7:19 PM on November 14, 2016.

 

1.01 Agenda

MOTION by Councilor Ayres, SECOND by Councilor Roof, to approve the agenda as presented. VOTING: unanimous; motion carried.

 

2.0       DELIBERATIVE AGENDA

2.01 First Class Restaurant/Bar Liquor License Application (2016-2017): Local Food 3, LLC, d/b/a  b.good, 92 Church Street

MOTION by Councilor Ayres, SECOND by Councilor Tracy, to approve the First Class Restaurant/Bar Liquor License Application 2016-2017 for Local Food 3, LLC, d/b/a b.good, 92 Church Street, subject to all permit approvals and required conditions. VOTING: unanimous; motion carried.

 

2.02 Outside Consumption Permit Application (2016-2017): Local Food 3, LLC, d/b/a  b.good, 92 Church Street

MOTION by Councilor Ayres, SECOND by Councilor Tracy, to approve the Outside Consumption Permit Application (2016-2017) for Local Food 3, LLC, d/b/a b.good, 92 Church Street, subject to a signed lease agreement with Church Street Marketplace. VOTING: unanimous; motion carried.

 

2.03 First Class Restaurant/Bar Liquor License Application (2016-2017): MCC Entertainment, LLC d/b/a Social, 165 Church Street

MOTION by Councilor Ayres, SECOND by Councilor Tracy, to approve the First Class Restaurant/Bar Liquor License Application 2016-2017 for MCC Entertainment, LLC, d/b/a Social, 165 Church Street, with the condition all city permits are closed out and contingent upon Fire Marshal approval and all standard conditions.

DISCUSSION: Councilor Bushor mentioned the food menu for the bar being very limited. David Corrin, owner of Social, explained pizza, pretzels, chips, and such will be offered or whatever the Health Inspector says is necessary for the bar to operate. There is no hood system for an oven. An electric turbo oven may be brought in to be able to serve flatbreads and other quick and easy foods.

AMENDMENT by Councilor Shannon, SECOND by Councilor Bushor, that as a requirement of the permit a food list will be available during all times of service.

DISCUSSION OF AMENDMENT: Councilor Roof pointed out the food list is not a standard other applicants have been held to and the level of detail that is expressed on the application has been the standard for all. In practice the food options of non-restaurants that furnish alcohol (typical tavern or bar) are not listed on the application. What the state inspection determines for acceptable food has been the standard followed by the city. If a change is wanted then the standard should be changed across the board to avoid singling out one applicant.

VOTING: Prior to the vote the motion was withdrawn and the Licensing Committee was asked to discuss the standard for future applications.

VOTING: unanimous; motion carried.
